On 1 July 2001, the Greenland Parliament Act on exploiting ice and water for export entered into force. The Exports of Ice and Water Act has the important objective of promoting commercial exploitation of Greenland´s ice and water resources. The Act targets all types of export of ice and water.

The Act has been prepared as a legislative framework. Licences are adapted to the specific circumstances of the project on the basis of a model licence containing all terms, including provisions regarding royalty. The licence system corresponds to the one applicable for the mineral resources area as the ice and water resources area similarly requires considerable venture capital and a high degree of professionalism in all aspects of the activities as well as international distribution channels.
The Act allows for laying down detailed rules for a certification scheme stating quality categories for the Greenlandic ice and water licenced as commercial goods for export.
The Department of Industry is the coordinating authority within the Government of Greenland. The Act is administered according to a one-door principle. This implies that applicants can direct applications to one authority. The Greenland Government notifies the applicant of the final exploitation licence.
